It has the highest significance of all surface characteristics due to its imminent impact on traffic safety during wet conditions. The amount of accidents increases significantly on wet roads, so in construction contracts are friction requirements set since 2001 which have to  be surveyed during the final inspection and at the end of the warranty.

Of course, older roads have to possess an adequate frictiion, too, so the local authority is able to fulfill its traffic safety. For example, conspicious sections with many accidents have to be surveyed to enable imminent actions in case of failing the requirements, either in form of limiting the speed limit or performing maintenance measures.
